I have the honour to invite reference to
Sir A. Caldecott's despatch Confidential (2) dated 17th
March, 1937, on the subject of the Hong Kong Naval
Volunteer Defence Force and to inform you that no
objections have been received from local employers to
the introduction into Legislative Council of the draft
Bill intituled "An Ordinance to amend the Naval
Volunteer Ordinance, 1933, and provide for Naval Defence", copies of which are enclosed herewith for your consideration.
2. If the draft Bill meets with your approval I would request that steps may be taken to procure the
necessary Order of His Majesty in Council with a view
to the introduction of the Bill into Legislative Council.
